MS SB2038

Establishes a Legislative Internship Program administered by the Board of Trustees of State Institutions of Higher Learning allowing third-year students at Mississippi state universities to work for state senators or house members and receive academic credit.

Restricts participation to full-time third-year students who receive no pay or benefits but earn academic credit from their sponsoring university.

Limits intern assignments to one semester with option to extend to a second semester, with schedules and work levels agreed upon by the legislator and student under joint policies of the Senate Rules Committee and House Management Committee.

Prohibits interns from performing functions of full-time legislative employees and performing functions on the Senate or House floor during open session; interns must use existing facilities in the New Capitol Building without requiring new resources.

Program begins in the 2015 Regular Session with effectiveness date of July 1, 2014.
