Establishes additional eligibility requirements for Mississippi Eminent Scholars Grant Program participants who earn postsecondary credits at out-of-state institutions of higher learning.

Requires students earning credits at out-of-state institutions to maintain a 3.5 GPA on all credit hours earned at those out-of-state institutions.

Limits students earning credits at out-of-state institutions to a maximum of 30 credit hours to remain eligible for grant assistance.

Allows reinstatement applications for out-of-state credit students only before completing more than 30 credit hours at the out-of-state institution and before the third school year following high school graduation.

Takes effect July 1, 2014.
