Authorizes clinical nurse specialists to provide home health services to Medicare and Medicaid beneficiaries consistent with federal law.

Authorizes certified nurse practitioners and clinical nurse specialists to prescribe Schedule II-V controlled substances after completing a board-approved educational program.

Authorizes physician assistants to provide home health services for Medicare and Medicaid beneficiaries as authorized by applicable federal law.

Allows clinical nurse specialists and physician assistants to receive reimbursement for home health services under Medicaid for eligible persons consistent with federal law applicable to Medicare beneficiaries.

Effective July 1, 2014.
