Amends Mississippi Code Section 41-7-191 to add three new health services requiring certificate of need approval: neonatal care services, obstetrical services, freestanding emergency care services, and hospice care services.

These newly regulated services join an existing list of health care services including open-heart surgery, cardiac catheterization, psychiatric services, radiation therapy, nursing home care, home health services, and ambulatory surgical services that require certificate of need review.

Certificate of need approval is required when a health care provider proposes to offer these services for the first time or has not provided them on a regular basis within the 12 months prior to the proposed offering.

Effective date is July 1, 2014.
