Removes specific statutory dollar amounts for health care facility licensure and inspection fees across multiple facility types, including hospitals, hospices, nursing homes, and adult foster care facilities.

Authorizes the State Board of Health to set licensure and renewal fees for these facilities in place of fixed statutory amounts.

Increases the maximum hospital renewal fee from $5,000 to $10,000 per facility.

Changes hospital user fees from a fixed range ($50-$5,000) to an hourly rate of $75 per hour based on actual time spent reviewing plans and conducting inspections.

Takes effect July 1, 2014.
