Extends the repeal date for counties and municipalities to accept credit cards, charge cards, debit cards, and electronic fund transfers for payment of taxes, fees, accounts receivable, and retail merchandise from July 1, 2014 to July 1, 2018.

Allows counties and municipalities to assess processing fees to users of electronic payments, but prohibits charging any amount above the actual processing fee per transaction.

Expands the definition of "accounts receivable" to include judgments, fines, costs, and penalties imposed upon conviction for criminal and traffic offenses.

Permits counties or municipalities to absorb the full cost of processing electronic payments for retail merchandise sales.

Takes effect July 1, 2014.
