Deletes automatic repealers that were set to expire July 1, 2014, making permanent the Public Procurement Review Board's authority to approve state agency parking leases for the Woolfolk Building, Carroll Gartin Justice Building, and Walter Sillers Office Building.

Authorizes the Department of Finance and Administration to enter into contracts or rental agreements for up to 2,000 square feet of space in the Robert G. Clark, Jr. Building with private entities providing healthcare and wellness services to state employees, subject to Public Procurement Review Board approval and request for proposal process.

Requires department consultation with Senate and House Public Property Committee chairmen before approving any leases or rental agreements for the healthcare and wellness space in the Robert G. Clark, Jr. Building.

The healthcare and wellness services provision in the Robert G. Clark, Jr. Building is set to expire July 1, 2016.

Effective date of July 1, 2014.
