Reduces from 300 to 200 the number of distinctive motor vehicle license tags for Rotary International supporters that must be presold before the Department of Revenue prepares and issues the tags.

Extends the deadline for selling the required number of tags from July 1, 2014, to July 1, 2015, to permit issuance of the distinctive license tags.

Establishes that organizations must deposit funds with the Department of Revenue equal to the cost of purchasing 200 tags to satisfy the presale requirement.

Maintains the $30 annual fee for each distinctive Rotary International license tag, with distributions to Rotary districts, the Mississippi Burn Care Fund, the State Highway Fund, and a special fund for license tag administration.
