Phases out the "hold harmless" provision in the Mississippi Adequate Education Program (MAEP) over a four-year period beginning in fiscal year 2015.

Reduces the minimum increase in state contributions to school districts from 8% to 6% in fiscal year 2015, then to 4% in 2016, 2% in 2017, and 0% in 2018 and thereafter (compared to fiscal year 2002 baseline).

Maintains existing MAEP funding formulas for calculating average daily attendance, base student cost, at-risk pupil adjustments, and local revenue requirements.

Preserves requirements for the State Board of Education to recalculate base student cost every four years and to adjust annually for inflation and state-mandated costs.

Takes effect upon passage.
