Revises the definition of "dyslexia therapy" to require programs be Orton-Gillingham-based in content and principles of instruction and recognized by a national accrediting or certifying organization.

Revises the definition of "dyslexia therapist" to require completion of a department-approved, nationally recognized Orton-Gillingham-based dyslexia therapy training program to attain an AA license in dyslexia therapy.

Changes dyslexia screening requirement from spring of kindergarten and fall of first grade to spring of kindergarten or fall of first grade, giving school districts flexibility in timing.

Allows speech-language pathologists licensed under Mississippi Code Chapter 38, Title 73, or licensed by the Mississippi Department of Education at the master's level to conduct dyslexia evaluations under the scholarship program.

Takes effect July 1, 2014.
