Prohibits operation of off-road vehicles on public roads, alleys, streets, and highways in Mississippi unless they qualify as implements of husbandry or meet specific requirements.

Requires off-road vehicles to have motor vehicle privilege tax payment and license tag issued under Title 27, Chapter 9.

Requires off-road vehicles to have a motor vehicle inspection sticker under Title 63, Chapter 13 and all required safety equipment in proper working order.

Requires off-road vehicles to be covered by automobile liability insurance or other proof of personal responsibility under Title 63, Chapter 15.

Establishes penalties of $25 for first offense, $100 for second offense, and up to $250 for third or subsequent offenses.
