Creates increased penalties for fourth or fifth DUI convictions, making them felonies punishable by 2-10 years in prison and fines of $3,000-$10,000 (previously grouped with third offense).

Establishes separate enhanced penalties for second felony DUI conviction within 10 years: 5-10 years imprisonment, $5,000-$10,000 fine, and permanent suspension of driver's license.

Imposes maximum penalties for third or subsequent felony DUI convictions: $10,000-$50,000 fine, 5-20 years imprisonment with no eligibility for probation, parole, or sentence reduction.

Driver's license suspension for fourth or subsequent offense begins upon release from custody and lasts five (5) years, with permanent suspension possible for multiple felony convictions.

Effective date is July 1, 2014.
