Prohibits municipalities with populations over 150,000 (based on 1990 census) from charging water rates to consumers within one mile outside corporate limits that exceed rates charged within the municipality, unless justified through a filing with the Public Service Commission.

Requires municipalities seeking higher rates for outside consumers to submit a written report to the Public Service Commission and Public Utilities Staff detailing why additional costs justify a rate increase.

Mandates the Public Utilities Staff review the municipality's report within 45 days and file a written recommendation with the commission, which must hold a public hearing within 30 days.

Caps any approved rate increase at twice the rate charged within municipal corporate limits, even if the municipality demonstrates higher costs are justified.

Amends Section 77-3-1 to make Section 21-27-39 applicable to municipal utility rate regulation and water service extensions.
