Authorizes Mississippi residents to purchase distinctive license tags displaying emblems of out-of-state universities for an additional annual fee of $50.00.

Revises fee distribution for University of Memphis tags, allocating $22.00 each to Baptist Memorial Hospital DeSoto and Methodist Healthcare Foundation for Methodist Olive Branch Hospital, with remaining fees distributed to the Mississippi Burn Care Fund ($1.00), State Highway Fund ($2.00), and special fund under Section 27-19-44.2 ($1.00).

County tax collectors retain $2.00 of each $50.00 fee collected, with the remaining $48.00 submitted monthly to the Department of Revenue for state distribution.

Establishes replacement fee of $10.00 for lost or stolen distinctive tags, with tax collectors retaining 5% and distributing the remainder according to the same allocation formula as original tags.

Effective date of July 1, 2014.
