Authorizes issuance of distinctive motor vehicle license tags to members of the Grand Chapter of the Mississippi Order of the Eastern Star and spouses/children of deceased members.

Requires an additional $30.00 annual fee for distinctive tags, with $2.00 retained by county tax collectors for the county general fund.

Distributes collected fees as follows: $24.00 to the Grand Chapter of the Mississippi Order of the Eastern Star, $1.00 to the Mississippi Burn Care Fund, $2.00 to the State Highway Fund, and $1.00 to a special fund under Section 27-19-44.2.

Allows county tax collectors to issue up to two license decals per distinctive tag, expiring concurrently with the vehicle's registration year.

Charges a $10.00 replacement fee for lost or stolen distinctive tags, with 5% retained by the tax collector and the remainder distributed like regular distinctive tag fees.
