Amends Section 27-19-57, Mississippi Code of 1972, regarding vehicle registration and privilege license requirements.

Allows privately passenger vehicles jointly titled to a person claiming homestead exemption in a municipality and a person not claiming such exemption to be registered outside the municipality if the vehicle is domiciled outside the municipality and used primarily by the non-homestead-exemption claimant.

Maintains existing requirement that persons claiming homestead exemption must register all private passenger vehicles they hold title to within that municipality, with the new exception for jointly-owned vehicles meeting specified conditions.

Clarifies that vehicles registered in violation of these requirements have no valid privilege license and owners face full annual tax plus a 25% penalty.

Becomes effective July 1, 2014.
