Removes the July 1, 2014 repeal date from Section 49-7-58.3, making permanent the Commission on Wildlife, Fisheries and Parks' authority to regulate hunting of nonnative cervids in noncommercial wildlife enclosures.

Removes the July 1, 2014 repeal date from Section 49-7-58.4, making permanent the Commission and Department of Wildlife, Fisheries and Parks' plenary power to regulate all commercial and noncommercial wild animal enclosures.

Retains the Commission's authority to regulate any facility that prevents free movement of native or nonnative cervids and to issue permits and collect reasonable fees through regulations adopted by majority vote.

Violations of these provisions remain classified as Class I violations punishable under Section 49-7-141.
