Grants the Commission on Wildlife, Fisheries and Parks plenary authority to set bag limits for white-tailed deer and promulgate necessary regulations.

Commission authority must be consistent with best management practices, scientific data, and applicable state and federal law, rules and regulations.

Removes specific statutory bag limits for antlered and antlerless deer, replacing them with commission discretion to establish limits.

Preserves exemptions for private lands under the deer management assistance program and fee-based antlerless program from bag limit restrictions.

Effective July 1, 2014.
