Amends Section 27-103-303 of the Mississippi Code to increase the maximum amount that may be transferred from the Capital Expense Fund for a single emergency repair from $500,000 to $1,000,000.

Maintains the annual cap for all emergency repairs during any fiscal year at $2,000,000.

The Capital Expense Fund is a special state treasury fund designated for capital expense needs, repair and renovation of state-owned properties, and Legislature-authorized projects.

Emergency repairs require notification to the Lieutenant Governor, Speaker of the House, relevant committee chairs, and the Legislative Budget Office before funds are transferred.

Effective date is July 1, 2014.
