Modifies procedures for seizure and disposal of contraband tobacco and unstamped cigarettes found in violation of Mississippi tax law.

Authorizes the commissioner to either sell forfeited tobacco to the highest bidder or destroy it by burning or other method that renders it unfit for consumption if no claims are filed.

Requires purchasers of cigarettes at auction to affix Mississippi cigarette stamps within 72 hours of receipt, with options for licensed wholesalers to place interstate business in segregated stock or bonded warehouses without stamping.

Allows the commissioner to grant extensions for stamping cigarettes if volume purchased makes 72-hour compliance difficult, and permits requiring purchasers to report on cigarette disposition to state and federal agencies.

Simplifies notice and appraisement procedures for seized tobacco property and establishes that unresponsive auctions may result in tobacco destruction rather than forced sale.
