Authorizes the Division of Medicaid to seek federal waivers allowing retail community pharmacies and home health agencies to deliver diabetic testing supplies directly to Medicaid and dually eligible Medicare/Medicaid beneficiaries.

Permits beneficiaries to elect mail-order or direct delivery of diabetic testing supplies including blood glucose test strips, lancets, lancet devices, batteries, and control solution through in-state pharmacies.

Specifies that the pharmacy bears the cost of mail-order or direct delivery of supplies, with reimbursement amounts to providers remaining unchanged.

Allows pharmacies that contract with home health agencies, nursing facilities, assisted living facilities, or other residential settings to participate in the program.

Intends to enable in-state pharmacies to serve Mississippi Medicaid recipients without requiring use of out-of-state Medicare national mail-order contract suppliers.
