Requires operators of oil and gas well sites with storage tanks to install continuous perimeter fencing at least 5 feet high, topped with barbed wire, located at least 25 feet from other facility improvements.

Mandates locking gates at all access points through the perimeter fence that must remain locked except during gauging, inspection, or pumping operations, with signage and ladder-access-restriction measures per Mississippi Oil and Gas Board rules.

Establishes violation penalties of $500 per day for each day of non-compliance, capped at $25,000 per well site.

Does not limit other required safety features at oil and gas wells under law, industry standards, or reasonable care obligations.

Allows municipalities and counties to adopt more restrictive ordinances that would supersede this requirement.
