Prohibits smoking in all enclosed public places in Mississippi, including restaurants, retail stores, health facilities, public transportation, elevators, lobbies, sports arenas, and within 20 feet of building entrances

Bans smoking at any indoor or outdoor public facility during organized athletic events involving persons under 18 years of age

Exempts bars, private clubs, casinos, hotel/motel rooms, retail tobacco stores, cigar bars, restaurant bars (if smoke doesn't infiltrate non-smoking areas), and private residences (unless used as licensed child care)

Establishes civil penalties of $25 for first violation, $75 for second violation, and up to $150 for subsequent violations, with enforcement by the State Department of Health and law enforcement

Extends smoking prohibitions to all government-owned vehicles and private university/college classroom buildings, and preempts local ordinances except those enacted before the act's passage
