Allows public school students to participate in high school graduation ceremonies even if they have not passed an end-of-course subject area test, provided they have earned the required Carnegie unit credits and met all other school district requirements.

Prohibits awarding a diploma or marking the student's record as graduated until the student successfully completes the end-of-course subject area test.

Amends Section 37-16-7 of the Mississippi Code of 1972 regarding district school board graduation standards.

Effective July 1, 2014.
