Extends the automatic repealer date for Mississippi's Prescription Monitoring Program (PMP) from July 1, 2014 to July 1, 2016, allowing the State Board of Pharmacy to continue operating the computerized prescription tracking system

Exempts controlled substances prescribed by Mississippi veterinarians from mandatory reporting requirements to the prescription monitoring database

Removes "dispensers of veterinary controlled substance drugs" from the list of entities required to report prescription tracking information

Grants the Director of the Mississippi Bureau of Narcotics direct access to the PMP database for investigating potential illegal acquisition, distribution, or prescribing of monitored substances

Removes "court order" from the list of judicial mechanisms for obtaining prescription monitoring information, limiting judicial access to grand jury subpoenas
