Creates the Mississippi Registration of Foreign Adoptions Act, allowing expedited pro se proceedings to register foreign adoptions and obtain Mississippi birth certificates for children who acquired U.S. citizenship under the Child Citizenship Act (Public Law 106-395)

Authorizes chancery courts to register foreign adoption decrees without the standard six-month waiting period when the child has a Certificate of Citizenship and the adoption was finalized in the foreign country

Requires petitioners to submit documentation including the foreign adoption decree, child's birth certificate, U.S. visa, home study, Certificate of Citizenship or U.S. passport, and English translations of foreign documents

Prohibits registration if the child has an IH-4 or IR-4 visa (indicating the adoption was not finalized abroad) or if the foreign adoption has already been registered in another state court

Establishes standardized petition and order forms for the registration process, with adoption records remaining confidential under existing state law
