Amends payroll requirements for Mississippi school district employees to mandate semimonthly payments on the 15th and last day of each month (or next business day) instead of monthly payments.

Requires all school districts to process semimonthly payroll with electronic settlement through direct deposit of net pay for all employees.

Specifies December payroll shall be paid by the last working day of the month.

Extends payroll provisions to charter schools in addition to traditional school districts.

Takes effect upon passage.
