Establishes the Mississippi Qualified Health Center Capacity Building Grant Program under the State Department of Health to award competitive grants to qualified health centers serving uninsured or medically indigent patients.

Defines eligible centers as public or nonprofit entities providing comprehensive primary care with community boards, sliding-fee-schedules, and service in medically underserved areas or health professional shortage areas as designated under Section 330 of the Public Health Service Act.

Limits grant use to increasing access through extended service hours, expanded satellite/school-based/mobile facilities, workforce collaboration initiatives, or emergency room reduction programs; prohibits use for supplanting federal funds, land acquisition, or capital construction.

Authorizes $4,800,000 annually in total grants with a 25% cap per center unless insufficient qualified applications exist; requires department to establish regulations, objective review committee, and audit processes for competitive distribution based on need and feasibility.

Creates a special Mississippi Qualified Health Center Capacity Building Grant Program Fund in the state treasury and allows up to 1.5% or $72,000 annually (whichever is greater) for program administration; sunset provision repeals act June 30, 2020.
