MS SB2199

Establishes parental liberty to direct the upbringing, education, and care of children as a fundamental right in Mississippi law.

Guarantees parents the right to choose between public, private, religious, or home schools, and to make reasonable choices within public schools for their children.

Prohibits the State of Mississippi and its agencies from infringing on parental rights unless the state can demonstrate a governmental interest of the highest order that cannot be served another way.

Excludes parental actions or decisions that would end life from the protections of this act.

Takes effect July 1, 2014, and applies to all Mississippi laws adopted before or after enactment unless a law explicitly opts out.
