Revises the definition of "practice of marriage and family therapy" to clarify that licensed marriage and family therapists may use specialized clinical knowledge in assessment, diagnosis, and treatment of mental, emotional, and behavioral disorders within a marriage and family therapy context, while prohibiting psychological testing and evaluation.

Specifies that assessment and treatment terminology does not permit marriage and family therapists to perform acts outside their education and training, but allows them to use assessment instruments they were trained to evaluate individuals, couples, and families regarding marriage and family functioning.

Extends the automatic repealer date for the Marriage and Family Therapist Licensure Law and related statutes governing the Board of Examiners for Social Workers and Marriage and Family Therapists from July 1, 2014, to July 1, 2017.

Reenacts and amends existing statutes governing licensure requirements, qualifications, examination standards, disciplinary procedures, and board composition for marriage and family therapists and social workers.

Effective date: July 1, 2014.
