Creates new Section 1-3-6 to define "crime of violence" as felonious offenses involving use, attempted use, or threatened use of physical force, or involving dangerous or deadly weapons.

Establishes comprehensive list of 27 crimes categorized as crimes of violence, including murder, assault, rape, robbery, kidnapping, human trafficking, arson, and possession of firearms by convicted felons.

Amends Sections 47-5-401 and 47-5-451 to replace specific crime examples with the new "crime of violence" definition to disqualify inmates from county work programs.

Amends Section 99-15-107 to exclude individuals charged with any crime of violence from eligibility for intervention programs, replacing previous specific crime list.

Effective date: July 1, 2014.
