Increases the minimum annual salary for assistant teachers in kindergarten and grades 1-3 from $12,500 to $15,000, effective for the 2014-2015 school year and thereafter.

Requires school districts to employ sufficient assistant teachers using state funding provided under the Minimum Education or Adequate Education Program.

Mandates school districts develop reading improvement programs and educational accountability plans with pretests and posttests for grades 1-6 to receive assistant teacher funding.

Requires annual mandatory training for administrators and teachers on the effective use of assistant teachers, along with annual training for assistant teachers on instructional skills.

Takes effect July 1, 2014.
