Amends Chapter 558, Laws of 2012 to create a special fund in the State Treasury called the "Deepwater Horizon Oil Disaster Fund" for all settlement and damage recovery funds from the Deepwater Horizon oil spill.

Directs 50% of fund monies to the Mississippi Department of Transportation for maintenance of roads of greatest need in the state highway system, as determined by the Mississippi Transportation Commission.

Directs 50% of fund monies to be transferred to counties for county highway system maintenance, with each county receiving an equal annual amount distributed by the Mississippi Transportation Commission.

Excludes any settlement funds that are required to be paid to other public entities from deposit into the fund.

Takes effect upon passage.
