Authorizes the Mississippi State Department of Health to issue a certificate of need for construction of a nursing facility up to 60 beds in "underserved minority zip code areas"

Defines "underserved minority zip code area" as a zip code with population of at least 30,000 where at least 75% are racial minorities (Black, Hispanic, Asian/Pacific Islander, American Indian/Alaskan native), located in a county with projected need for 400+ additional nursing facility beds per the 2013 State Health Plan, and no existing or approved nonpublic nursing facility

Grants first priority for certificate of need applications to nonprofit corporations that currently own and operate one Mississippi nursing facility with a demonstrated quality care history and no major sanctions in the preceding 24 months

Requires applicants receiving priority status to have implemented all previously received certificates of need as of January 1, 2014

Effective date of July 1, 2014
