Authorizes county boards of supervisors and municipal governing authorities to establish cultural product districts for revitalizing communities through cultural hubs, affordable artist housing, and work space, subject to criteria set by the Mississippi Development Authority.

Exempts sales of original, one-of-a-kind works of art (paintings, photographs, sculpture, pottery, traditional or fine crafts) from sales taxation when sold from an established location within a cultural product district.

Requires the Mississippi Development Authority to develop standard criteria for cultural product districts, including geographic contiguity and cultural resources vital to community development.

Requires local governing authorities to submit written reports to the Mississippi Development Authority by the second year of district establishment and every two years thereafter, detailing tax-exempt sales and program impact.

Effective July 1, 2014.
