Increases the maximum discretionary pay that municipal governing authorities may provide to election clerks and managers from $25.00 to $50.00 per election.

Authorizes municipal governing authorities to compensate election managers who attend mandatory training sessions at a rate between federal minimum wage and $12.00 per hour, with a maximum of 16 hours of compensation per manager.

Limits compensation for training attendance to the same hourly rates and hour caps that apply to county-level managers.

Effective date: July 1, 2014.
