Creates a five-member State Truth Commission appointed by the Governor with Senate approval, with members serving full-time and the Governor designating one as chairman.

Authorizes the commission chairman to appoint staff, create or reorganize offices, and request assistance and data from state agencies and political subdivisions.

Empowers the commission to investigate complaints about state and local government agencies regarding racial issues, establish grievance procedures, conduct inspections, and make recommendations to agency administrators.

Grants the commission authority to require information from government officials, issue subpoenas and subpoena duces tecum, and administer oaths in conducting investigations.

Becomes effective July 1, 2014.
