Creates new Mississippi Code sections 9-23-101 through 9-23-115 to authorize chancery and county courts to establish domestic abuse courts, with participation options for municipal and justice courts.

Defines domestic abuse courts as focused on victim safety and offender accountability through judicial monitoring, case management, and coordination with social service providers for victim and defendant referrals.

Requires the Administrative Office of Courts to develop uniform operational standards covering establishment, funding, procedures, referral protocols, eligibility, and roles of domestic abuse courts.

Establishes the Domestic Abuse Court Special Fund in the State Treasury for supplemental funding, supported by $0.50 assessments added to traffic violations, implied consent law violations, game and fish violations, misdemeanor violations, and felony violations.

Allows domestic abuse courts to hire necessary staff including administrators, case managers, counselors, and clerical personnel; takes effect July 1, 2014.
