Amends Section 99-19-81 of the Mississippi Code to revise the habitual criminal statute by requiring that prior felony convictions must have been "served" in addition to being convicted and sentenced.

Changes the requirement for habitual criminal sentencing to mandate that a person must have been convicted twice previously of any felony or federal crime and actually served separate terms of one (1) year or more in state and/or federal penal institutions.

Maintains that habitual offenders convicted under this statute receive the maximum term of imprisonment for the current felony with no eligibility for sentence reduction, suspension, parole, or probation.

Becomes effective July 1, 2014.
