Requires the Department of Finance and Administration to ensure that state agencies establish required special funds within 60 days of this act's effective date, or as soon as practicable for funds created during the 2014 legislative session.

Directs the Department of Finance and Administration to hold fines, fees, and public funds in suspense until required special funds are properly established by the responsible agency.

Prohibits agencies from expending or obligating funds for any special fund until that fund has been established in the State Treasury.

Limits the State Department of Health to charging no more than 10% of the direct and indirect costs of administering grants to domestic violence shelters for program administration.

Takes effect July 1, 2014.
