Requires the Department of Finance and Administration to ensure state agencies establish required special funds within 60 days of the bill's effective date and to hold fines, fees, and public funds in suspense until the fund is established.

Prohibits state agencies from expending or obligating funds for any legally-required special fund until that fund is properly established in the State Treasury.

Amends the Victims of Domestic Violence Fund provisions to limit the State Department of Health's administrative charges to no more than 10% of the value of grants made to domestic violence shelters in any fiscal year.

Effective July 1, 2014.
