Amends Section 29-7-3, Mississippi Code of 1972, to redistribute revenue from offshore mineral leases of state-owned property to public school districts in the six most southern counties of Mississippi.

Allocates 4% of revenues attributable to offshore mineral leases to public school districts in the six southernmost counties, distributed proportionally based on average daily attendance.

Allocates an additional 4% of revenues from leases on Blocks 40, 41, 42, and 43 specifically to public school districts in Jackson County, Mississippi, distributed by average daily attendance.

Maintains existing distributions including 5/10 of 1% for commission administration and Education Trust Fund, and 2% for the Gulf and Wildlife Protection Fund for pollution cleanup and wildlife management.

Effective date: July 1, 2014.
