Creates new code section 27-103-159 requiring the Legislative Budget Office, PEER Committee staff, and four specified state departments (Corrections, Education, Health, Transportation) to develop comprehensive inventories of agency programs and activities beginning with the FY2016 budget cycle.

Requires all programs and activities to be categorized as evidence-based, research-based, promising practices, or other programs with no evidence of effectiveness, using established program catalogues such as the Washington State Institute for Public Policy's Evidence Based Practices Institute.

Directs inventories to identify agency premises, goals, objectives, outcomes, outputs, and cost-benefit ratios, with procedures for baseline-lining promising practices programs to measure future effectiveness.

Exempts the four specified departments from certain performance budget and strategic planning requirements under sections 27-103-153 and 27-103-155, effective FY2017, while maintaining strategic planning obligations.

Requires the Legislative Budget Committee to recommend to the Legislature by the 2019 Regular Session a plan for applying these inventory and categorization processes to all state agencies.
