Repeals the Mississippi Motor Vehicle Safety Inspection Law (sections 63-13-1 through 63-13-29 of the Mississippi Code).

Transfers window tint inspection and labeling responsibilities from motor vehicle inspection stations to the Department of Public Safety, maintaining the $5.00 fee for tint compliance testing.

Adds a new $5.00 registration fee on all vehicle license tags and decals, to be remitted to the Department of Public Safety and deposited in the State General Fund.

Amends school bus inspection requirements to conform to regulations promulgated by the State Department of Education rather than state law, while maintaining safety inspection protocols.

Effective July 1, 2014.
