Extends military leave of absence protections to employees of public and private businesses and industries, not just government employees.

Entitles active military reserve members and National Disaster Medical System members to up to 15 days of paid leave without loss of annual leave or efficiency rating for training and exercises.

Grants unpaid leave without loss of annual leave or efficiency rating for periods exceeding 15 days, with restoration to same or equivalent position upon return from duty.

Requires military service members to apply for re-employment within 90 days of discharge or relief from duty, and prohibits discharge without cause for one year after restoration.

Takes effect July 1, 2014.
