Establishes tuition waiver scholarship for Mississippi residents age 65 or older covering the full cost of tuition at any state institution of higher learning or public community college.

Eliminates minimum grade point average (2.5 GPA) and standardized test score requirements (15 ACT) for residents age 65 or older, which apply to traditional students.

Eliminates adjusted gross income (AGI) requirements for seniors age 65 or older, removing the income threshold needed for traditional students.

Restricts tuition-free classes to courses of study offered by participating institutions on July 1, 2014.

Administers the scholarship through the existing Mississippi Resident Tuition Assistance Grant Program (MTAG) with an effective date of July 1, 2014.
