Authorizes issuance of distinctive motor vehicle license tags commemorating the City of Marks, Mississippi, as the home of "The Mule Train" from Dr. Martin Luther King Jr.'s 1968 "Poor People's Campaign."

Requires an additional $30.00 annual fee for distinctive tags, due at initial application and upon each renewal, in addition to all other taxes and fees.

Distributes the $30.00 fee as follows: $24.00 to Quitman County Development Organization, Inc.; $2.00 to the State Highway Fund; $1.00 to the Mississippi Burn Care Fund; $1.00 to a special fund under Section 27-19-44.2; and $2.00 retained by the tax collector for the county general fund.

Requires surrender of regular license tags upon issuance of distinctive tags and allows tax collectors to issue up to two license decals for each distinctive tag.

Sets effective date as July 1, 2014.
