Expands Mississippi Fair Commission authority to manage the State Fairgrounds in Jackson, including all buildings and improvements, and to hold the Mississippi State Fair and other authorized events.

Authorizes the commission to enter into leases or right-of-way agreements with third parties for State Fairgrounds property, with revenues retained in a special fund for capital improvements or operating budget.

Permits the commission chairman to establish a private foundation or nonprofit corporation to receive naming rights revenue and donations, with funds remaining outside the State General Fund.

Removes the requirement that 15% of naming rights revenue be distributed to the Livestock Shows Fund and eliminates the $100,000 annual allocation for Dixie National Livestock Show and Rodeo expenses.

Requires the Fair Commission to submit annual financial statements by January 1 to the Lieutenant Governor, House Speaker, and agriculture committee chairs detailing all monies received and expended.
