Authorizes courts to impose assessments against persons convicted of felonies investigated by the Mississippi Agricultural and Livestock Theft Bureau, covering reasonable investigation costs including investigators, court reporters, expert witnesses, attorney's fees, and transportation.

Adds the Mississippi Agricultural and Livestock Theft Bureau to the list of law enforcement agencies eligible to receive assessment payments under Section 99-19-77.

Creates a special fund in the State Treasury for monies collected under the assessment provision, designated for officer training, equipment, and other needs of the Agricultural and Livestock Theft Bureau as approved by the Commissioner.

Specifies that unexpended monies in the special fund do not lapse into the State General Fund at fiscal year end, and interest or investment earnings are credited back to the fund.

Takes effect July 1, 2014.
