Amends Mississippi Code Section 33-15-5 to define "political subdivision" as a local government created by the State of Mississippi to assist in fulfilling the state's obligations, including levee districts.

Authorizes the Mississippi Emergency Management Agency to present the Statewide Mutual Aid Compact (SMAC) to the Mississippi Band of Choctaw Indians' Tribal Council for consideration and approval.

Allows political subdivisions and the Mississippi Band of Choctaw Indians to develop and enter into mutual aid agreements with other jurisdictions inside and outside the state for emergency assistance.

Extends liability protections and employee benefits provided under Section 33-15-21(a) and Section 33-15-15 to the Mississippi Band of Choctaw Indians when participating in mutual aid agreements.

Requires the Mississippi Emergency Management Agency to sponsor and develop mutual aid plans and agreements between state political subdivisions and the Mississippi Band of Choctaw Indians, effective July 1, 2014.
